All that can be said with certainty is that the internal address given on his correspondence with the Horse Guards about his application for a first commission in 1865 was "18 Queen Square Bath". Bath was a favourite locale for retirees. This, and the place of Justice's birth, might indicate that his father was a retired officer of either the British or Indian armies, or else a retired member of the Indian Civil Service.
