- To assist Parks Canada in the administration and delivery of the historical interpretive program and associated activities at the Halifax Citadel National Historic Site of Canada - a restored 19th century British fortification located in Halifax, Nova Scotia.
- To raise funds in support of that program.
- To foster community support for the historical interpretive program and the HCRA’s fundraising efforts.
- To raise awareness of the program in the local area, provincially, nationally and internationally.
